PURPOSE:To improve the reliability of a generator at the operating time by varying the operating point of a low excitation limiter in response to normal or abnormal state of a power system stabilizer. CONSTITUTION:An automatic voltage regulator 5 controls an exciter 3 in response to the deviation between the outputs of a voltage detector 4, a power system stabilizer 7 and a low excitation limiter 8 and the reference voltage from a reference unit 51. The operating point of the limiter 8 is switched in cooperation with a defect monitor 73 of the stabilizer 7. In other words, when the stabilizer 7 is normal, the operating point of the limiter 8 is release to increase the power system stabilizing function, and when the stabilizer 7 becomes defective and is disconnected, the operating point of the limiter 8 is returned to the normal value. In this manner, the reliability of the generator at the operating time can be increased.
