- PROBLEM TO BE SOLVED: To shorten a period of time for covering work for a rubble mound layer constituting a revetment. SOLUTION: A flat-shaped bag body 11 having high elongation characteristics and a plurality of chambers made by pieces of partitioning cloth 13 and inner stitches 12 mutually communicated each other are prepared, this bag body 11 is laid on a face of slope 4a of a backfilling layer 4 utilizing adequate sheet laying method, then an underwater hardening material is filled inside from an inlet 15, inside of the bag body 11 is filled up with the underwater hardening material while discharging surplus water generated during hardening, then the hardened layer is used for waling.
