PURPOSE:To simplify the configuration of the device at a low cost by providing a basic clock generating section and a deviation clock generating section to the device without the need for the use of a highly precise clock generating section. CONSTITUTION:Data sent from a SIM device 1 to be controlled are given to a delay device 3, in which the data are delayed in a simulating way by a delay time produced by international communication between the SIM device 1 to be controlled and a SIM device 2 to be controlled based on a clock outputted from a basic clock generating section 11 as a basic clock, then the clock of the data is replaced by a clock replacement device 4 so that the SIM device 2 to be controlled is operated by a clock outputted from the basic clock generating section 11 and a deviation clock generating section 12 and the data are outputted to the SIM device 2 to be controlled. On the other hand, the clock of the data sent from the SIM device 2 to be controlled is replaced by the clock replacement device 4 so that the SIM device 1 to be controlled is operated by a clock outputted from the basic clock generating section 11 and the deviation clock generating section 12 and the data are outputted to the delay device 3. The delay device 3 delays the data sent from the SIM device 2 to be controlled in a simulating way and outputs the data to the SIM device 1 to be controlled.
