<p>PROBLEM TO BE SOLVED: To eliminate the possibility of detecting a person erroneously in place of the turning-on/off of illumination by eliminating the possibility of erroneous detection in a person detecting device using an image pickup means with low resolution such as the artificial retina and, especially, discriminating the change of a movement quantity by means of the change of illumination turning-on/off or of the sunlight from the movement quantity by means of the action of a person. SOLUTION: A detecting area by the person detecting device is divided into three areas, that is, an entrance part, a washing place part and a bathtub part. The scalar average of optical flows obtained from the image of the artificial retina is calculated so that the movement quantity at every area is obtained. When the movement quantity at every area changes in a same way, it is judged to be the one by illumination or the sunlight. It is judged that the person is detected when only the movement quantity of a part of the area is largely changed.</p>
