PROBLEM TO BE SOLVED: To solve the problems that, in a conventional liquid cleaning apparatus, only a magnet separator or a general filter such as a bag filter are used for effective cleaning and also, in a conventional air cleaning apparatus, only a method for using a water filter by spraying water on air is used to remove foreing matters for cleaning. SOLUTION: Liquid to be cleaned is injected in a filter bed 12 comprising an elastic scuffing body 11 to be passed through the filter bed 12 by a head pressure to entangle impurities in the liquid with the scuffing body 11. In an air cleaning apparatus, the liquid is injected in an air cleaning bed comprising the scuffing body 11, through which the air is passed from below and from above to wet or moisten the air cleaning bed to entangle impurities in the air with the scuffing body 11.
