<P>PROBLEM TO BE SOLVED: To provide a panel having high hardness and excellent in a peeling off-proofing property, an abrasion resistance, chemical resistance and heat resistance in addition to a self-cleaning function and a hydrophilic function of a photocatalyst. <P>SOLUTION: In the panel, a layer having a large number of projections comprising titanium oxide or an oxidized titanium alloy on at least a part of a surface and standing with fine columns comprising titanium oxide or oxidized titanium alloy on at least a part of the surface is exposed or a large number of continuous narrow projection comprising titanium oxide or oxidized titanium alloy on a thin film and a large number of fine columns standing on the projections are exposed. The projections, for example, the fine columns and the narrow projections are carbon-doped.
