PROBLEM TO BE SOLVED: To avoid influence of electromagnetic waves to the human body generated by an electric heater and an electric fan in an electric leg warmer being a heating system using electricity. SOLUTION: Since an electric leg warmer being a heater using electricity has an electric heater and an electric fan in a frame interior, and electromagnetic waves are generated from the electric heater and the electric fan, it is feared that there will be harmful effects to a person warming oneself by coming close to the frame and putting one part of the body in the frame.
