- PROBLEM TO BE SOLVED: To selectively perform a configuration operation of an FPGA (field programmable gate array). SOLUTION: The configuration operation of the FPGA 11 is controlled in accordance with the existence/absence of an input of a connection confirmation signal. A selector S outputs a control signal enable to a ROM 12 so as to perform the configuration of the FPGA 11 because an external memory is connected when the connection confirmation signal "0" is input as a selector control signal, and determines that the external memory is not connected and outputs a control signal disable to the ROM 12 so as to avoid the performance of the configuration of the FPGA 11 when the connection confirmation signal is not input and a pull-up circuit 14 inputs a selector control signal of "1".
