PROBLEM TO BE SOLVED: To transmit a plurality of combinations of a control signal and a data signal while maintaining almost constant strength. SOLUTION: A modulator/demodulator 24 inputs a plurality of combinations of the control signal and the data signal which are to use a plurality of sub-carriers. Out of the plurality of input combinations, the modulator/demodulator 24 executes interleave of a size defined by the first number of sub-carriers for the control signals, and executes interleave of a size defined by the second number of sub-carriers for the data signals. The modulator/demodulator 24 adds an additional signal to each of control signals included in a second combination and combinations thereafter out of the plurality of combinations subjected to the interleave. The modulator/demodulator 24 adds additional signals of the quantity corresponding to a difference between the second number of sub-carriers and the first number of sub-carriers.
