- PURPOSE: A quantization coefficient determining method, an apparatus thereof, a video encoding/decoding method and an apparatus thereof are provided to encode a video by quantizing a block through a quantization coefficient after adaptively determining the quantization coefficient according to the characteristic of the video. CONSTITUTION: A prediction unit (110) generates a prediction block with the prediction of a current block. A subtraction unit (120) generates a residual block with the subtraction of the prediction block and the current block. A conversion unit (130) converts the residual block into a frequency domain. A quantization unit (140) predicts a basic quantization coefficient of the current block from a peripheral block, determines the quantization coefficient of the current block using the predicted basic quantization coefficient, and quantizes the converted residual block. An encoding unit (150) generates encoding data by encoding the quantized residual block.
