- PROBLEM TO BE SOLVED: To suppress a sharp change of an encoding parameter even if communication bandwidth changes during reproduction of a moving image.SOLUTION: A moving image data distribution device 12 distributes coded moving image data encoded by an encoding parameter corresponding to communication bandwidth among multiple pieces of coded moving image data obtained by encoding multiple frame images included in a moving image by each of multiple predetermined encoding parameters to a terminal device 18. If the moving image data distribution device is instructed to switch to a different encoding parameter, it replaces coded moving image data of a replacement object frame image distributed at first after the instruction on switching among predetermined consecutive part of replacement object frame images of per section at the time of the moving image being divided into multiple sections with coded data for replacement into which the replacement object frame image is encoded by an encoding parameter for replacement about which the encoding parameter gradually changes from before the instruction on switching to after the instruction on switching.
