PROBLEM TO BE SOLVED: To provide a lighting device and a luminaire that can reduce unevenness of optical output without complicating electric wiring among semiconductor light emission elements mounted on a board.SOLUTION: Plural light emission diodes 20 are connected in series between output terminals of a rectifying circuit for rectifying an AC voltage. During an increase period of a pulsating voltage output from the rectifying circuit, the control circuit increases the number of light emission diodes 20 to be turned on according to the voltage value of the pulsating voltage. During a reduction period of the pulsating voltage output from the rectifying circuit, the control circuit reduces the number of light emission diodes 20 to be turned on according to the voltage value of the pulsating voltage. In a mount area 35 of the board 30 on which plural light emission diodes 20 are mounted, light emission diodes 20 which start lighting with a higher voltage value are arranged to be nearer to the outside of the mount area 35 than light emission diodes 20 which start lighting with a lower voltage value.SELECTED DRAWING: Figure 2
