<p>PURPOSE: To provide a frame realy congestion control system in which aborted data due to congestion is avoided to improve the throughput in an exchange network. CONSTITUTION: Each of frame relay exchanges 10, 20 is provided with an own station congesion rate measurement means 11 measuring the use rate of its own CPU, an opposite station congestion rate measurement means 12 alwayes calculating a ratio of the number of pieces of '0' to the number of pieces of '1' in a binary code comprising congestion notice bits (FEECN/BECN bis) received per unit time, and a line control means 13 monitoring the congestion rate of the own station congestion rate measurement means 11 and the opposite party station congestion rate measurement means 12 and adjusting the use rate of an ISON line 31 being a relay low speed line with respect to a relay high speed line 21 to an opposite party station to be increased for an exchange in the congestion state based on a prescribed congestion rate at which aborted transfer frame is not produced in the exchange network.</p>
